What is the difference between War & Terrorism?

As we have learned:

When George does it, it is war.
When Saddam or Osama does it, it is Terrorism.

But what we still not understand:

Why, George, can have his mass-destruction-toys,
& Saddam or Osama not ?

This game is not fair, & so it is normal, that Saddam & Osama become angry !
